OSHA’s final rule CFR 1910, Subpart D “Walking and Working Surfaces” became effective on January 17, 2017. This updated Regulation, one of the most groundbreaking OSHA initiatives in years, covers fall protection and anchorages for all new and existing buildings that require suspended access. This rule codifies strict inspection, testing, and documentation requirements on both the building owner and/or managing agent, and impacts personnel such as window cleaning contractors working on the building.
OSHA’s Section 1910.27 requires that before allowing suspended work to occur, Building owners and/ or managers must identify, inspect, test, certify, and maintain anchorages for both new and existing buildings and recertify, as necessary, at a minimum of every 10 years. All adhesive or epoxy or “chemically bonded” anchorages must be tested every five years . Written verification to the contractor becomes the framework for the job hazard analysis (JHA) or Site Specific Safe Work Plan.
The “anchorages” should be part of a complete “system”, and drawings stamped by a Professional Engineer, registered in the State the project is located.
